CHAD is a non-profit membership organization that supports North Dakota and South Dakota community health centers (CHCs) in their mission to provide access to health care for all Dakotans regardless of insurance status or ability to pay.

HEALTH INFORMATION TECHNOLOGY AND DATA MANAGER

The Health Information Technology and Data Manager is responsible for managing the Great Plains Health Data Network (GPHDN). The GPHDN is a collaboration that harnesses the strength of the Health Center Controlled Networks (HCCN) program to support the technical capacity of some of the most remote and under-resourced health centers in the country. This position would assist the 11 participating health centers in North Dakota, South Dakota and Wyoming improve access to care, enhance quality of care, and achieve cost efficiencies through the redesign of practices under the federally funded HCCN grant. The purpose of the network is to support health centers to leverage health information technology (HIT) and data with a focus on clinical quality, patient-centered care, provider and staff well-being, and enhancing virtual care.

The position will use resources provided by the HCCN funding to assess and optimize individual health centers' electronic health record (EHR) systems, advance interoperability, and determine the most effective way to comprehensively collect and review quality data with the goal to increase patient access to their health information and engagement with their providers. The position will also provide specialized technical and training assistance (T/TA) and coaching to participating health centers to leverage shared resources, training, data analytics expertise that support quality measurement and improvement, and the ability to share and apply lessons learned across providers.

The position requires a deep knowledge of health information technology including electronic medical records (EMR), health information exchange (HIE), and health information security and confidentiality as well as the ability to build relationships, lead groups toward strategic objectives, and manage achievement of project objectives.

QUALIFICATIONS

  • Bachelor's degree in health information technology, health informatics, or public health related field or equivalent experience. Three or more years of health information technology, informatics, or related experience.
  • Experience and knowledge with electronic health records (EHR) and HL7 messaging.
  • Demonstrated health care experience, preferably within population health or primary care operations.
  • Knowledge of Meaningful Use standards and health information exchange.
  • Strong knowledge base of quality improvement and data analysis experience.
  • Ability to travel to sites in ND, SD and WY, plus other travel as needed.
